INTERNATIONAL DEVELOPMENT COOPERATION

 

The Agreement on Cooperation between the United Nations Industrial Development Organization (UNIDO) and the Government of Slovenia (as Donor) has been ratified on October 7th 2005. Both sides have agreed to cooperate in the implementation of technical cooperation projects through the provision, by the Donor, of special purpose contributions to the Industrial Development Fund.

 

In the National Assembly the Act on international development cooperation has been applied on July 3rd 2006 with the long term goals, financing and running the international development cooperation. The Ministry of Economic Development and Technology is directly responsible for the smaller part of the international development aid: the cooperation with UNIDO.

 

The Republic of Slovenia is interested in helping a few industrial and services sectors of the economy and geographical regions (countries) in which the Republic of Slovenia would like to donor funds through UNIDO organization. There are 3 conditions (all of them) to be fulfilled:

a. the interest of the beneficiary country has to be expressed clearly by their government as a starting point;
b. the beneficiary country should be from the Western Balkan region (the EU member countries are excluded), Moldova, Ukraine, south Caucasus region, Caspian See region and some African countries;
c. the priority industry sectors are:
- automotive industry,
- wood processing industry,
- green and ecological industries, cleaner production industries, environmental industries,
- tourism industry,
- water treatment and waste management industries and
- energy producing sectors.

 

The Republic of Slovenia has voluntary financed the following UNIDO internationally development cooperation projects (from 2012 to present):

  1. Demonstration and Transfer of Environmentally sound technology for water treatment in Kenya;
  2. Facilitating international market access for manufacturing suppliers in the automotive component industry in Ukraine;
  3. Facilitating International Market Access for Manufacturing Suppliers in the Automotive Component Industry in Samara Region of Russia: Phase II.
  4. Fostering inclusive and sustainable local industrial development in Europe and Central Asia –The role of science, industrial and technology parks - Second Regional Conference on new generation of industrial parks in Ljubljana, Slovenia, April 2014;
  5. National Cleaner Production Programme (NCPP) – Montenegro;
  6. Development of a full-scale proposal on increased use of Low-Carbon Technologies in Bosnia and Herzegovina;
  7. Fostering Sustainable linkages and Cluster Development in the Macedonian Tourism Industry in order to Reduce Poverty and Stimulate Economic Growth - Ohrid Macedonia;
  8. Resource Efficient and Cleaner Production regional network for strengthening cooperation, fostering transfer and adaptation of resource efficient and cleaner production (RECP) in the South-Eastern European countries;
  9. Resource Efficient and Cleaner Production (RECP) demonstration programme for the European Union’s Eastern Neighbourhood (EaP) Region;
  10. National Cleaner Production Programme (NCPP) - Bosnia and Herzegovina;
  11. Enhancing water quality of Lake Modrac by eco-remediation measures in Bosnia and Herzegovina;
  12. Solution for sewage sludge from municipal wastewater plant in Mojkovac in Montenegro;
  13. Ecological remediation of Port Milena in Ulcinj in Montenegro;
  14. Kenya Watamu Mida project for the procurement, delivery and commissioning of the water treatment technology, second phase;
  15. Strengthening the quality system of technology and industrial products and services in BiH Competence centre of CMM quality assurance in Bosnia and Herzegovina;
  16. Inclusive and sustainable development of the tomato value chain in Egypt (a part of larger project, financed by Italian Government).

All projects have been approved by the Government of Republic of Slovenia. First thirteen projects have been finished, projects No. 14 and 15 are on-going, project No. 16 new one.

 

Ministry of economic development and technology and UNIDO activities (since 2014):

 

- In cooperation with UNIDO Slovenia organized international conference "Fostering inclusive and sustainable local industrial development in Europe and Central Asia -The role of science, industrial and technology parks - Second Regional Conference on new generation of industrial parks" in Ljubljana, Slovenia, April 2014; The conference opened and address by the UNIDO Director General H.E. Li Yong.

The overall objective of the project was to support strategically oriented inclusive and sustainable industrial development and growth in the Europe and Central Asia region. This growth should be based on improvements in competitiveness and the promotion of a business friendly environment and infrastructure, in accordance with best practice legislative and system frameworks. The project has strengthened capacities at the national, regional and local levels for carrying out the business development strategy and preparation of projects in this area that would be competitive and thus recognized and funded through respective EU instruments and other national programmes. Assistance would provide strengthening capacities of the local self-government representatives in managing the business infrastructure in sustainable way. The project has further contributed towards developing a network of key organizations and institutions in Europe and Central Asia for sharing of knowledge and experience on how to deal with common challenges and opportunities in the use of industrial parks as a tool to overcome market and institutional imperfections, facilitate economic learning and catch up, and accelerate economic development.

 

- Official visit of the UNIDO Director General Li Yong in Slovenia during the 2nd UNIDO Regional conference on Industrial and Technology parks in Ljubljana, 7 - 9 April 2014;

 

- Active participation on Vienna Energy Forum in 2016;

 

- In cooperation with UNIDO Slovenia organized international conference "Circular Economy in Tourism in South and Eastern Europe" in Ljubljana, Slovenia, May 8 2018; The conference opened and address by the UNIDO Deputy Director General H.E. Hiroshi Kuniyoshi.

The conference has focused on innovations that support the transition to a circular economy in tourism and aims to create a platform for exchange of best practices and build new partnerships among institutions and the private sector. The conference has:

  • Focused on how the circular business practices can create value in tourism
  • Discussed opportunities and challenges
  • Presented innovative practices and
  • Discussed the future trends and developments in South East Europe in tourism sector.
    Topics have been covered supply chain management in tourism, circular practices in tourism as a contributor to sustainable cities, sustainable waste management, challenges and opportunities for circular economy in tourism and technology trends of the future of travel.
     
  • Official visit of the UNIDO Deputy Director General Hiroshi Kuniyoshi in Slovenia during the Circular Economy in Tourism in South and Eastern Europe conference in Ljubljana, 7 - 8 May 2018;

Presentation of finished International Development Cooperation Projects

  • Ministry of Economic Development and Technology of Slovenia, UNIDO and the government of Montenegro in cooperation with the local municipality authorities, agreed to develop a technical cooperation project on sludge management from the wastewater treatment plant in the town of Mojkovac, Montenegro. The Slovenian company, specialized in solving the ecological problems by using the Transfer of Environment Sound Technologies (TEST), has been chosen for running the project.   •  Ministry of Economic Development and Technology of Slovenia, UNIDO and the government of Bosnia and Herzegovina in cooperation with the local municipality authorities, agreed to developa a project on enhancing water quality of Lake Modrac by ecoremediation measures. Suitable location for pilot ecoremediation measure in Lake Modrac catchment area turn out to be the orphanage, named Village of Peace, near Turija village. A Company from Slovenia designed a constructed wetland, local construction company built the treatment plant, and a local NGO assisted in the dissemination of project results.   • Ministry of Economic Development and Technology of Slovenia, UNIDO and the government of Montenegro in cooperation with the local municipality authorities, agreed to develop an ecoremediation treatment plant near the hotel Ortrant by the Port Milena channel near the town of Ulcinj, Montenegro. The constructed wetland for hotel Otrant is built as the main eco-remediation measure. The Slovenian company, specialized in solving the ecological problems by using the Transfer of Environment Sound Technologies (TEST), has been chosen for running the project. The PPP presentation of the project is available here.
     
  • Ministry of Economic Development and Technology of Slovenia and UNIDO in cooperation with the Slovene Chamber of Commerce organized international conference of the Resource Efficient Cleaning Production project on 25 October 2017 in Ljubljana. Some additional information are available here.
